I use paypal for my business. It is very easy for me. Written Protection Policy for buyer who uses Paypal state that he/she can make complaint int0 45 days, if buyer still not received the ordered goods or if the ordered goods not like the seller description.
If buyer using credit card will get refund of chargeback from credit card company, Paypal is also protect buyer from refund or lied complaint from buyer depend on the situation and clue.
Written protection policy for seller had been designed for protecting seller from buyer's claim who recognize that he/she has sent money but no payment bill and transaction records. Every buying using Paypal always has transaction record in Paypal account of sender and receiver. It is rightly as a proof that have been sent money between both.
We can conclude that Paypal is more safer from other online payment tool for sender and receiver because of transaction record and can make complain.
